[Press Release] Launching Ceremony of Environment and Conservation Fund Green Building Education and Capacity Building Programmes Concludes Successfully

Hong Kong, 19 March 2026 – The launching ceremony of the “Environment and Conservation Fund Green Building Education and Capacity Building Programmes” (the Project), funded by the Environment and Conservation Fund (ECF) and organised by the Hong Kong Green Building Council (HKGBC), was held on 17 March at the Hong Kong Productivity Council Building, marking the full commencement of this comprehensive two-year green building education initiative. The ECF has allocated a total of HK$2,432,000 to support the Project, which features systematic, inclusive and diversified green building education. The initiative aims to develop Hong Kong into a regional hub for green building education, enhance capacity building for the community, industry professionals and the younger generation, and lay a solid foundation for Hong Kong to achieve carbon neutrality by 2050.
The ceremony brought together representatives from government departments, leaders of the construction industry, education experts and various sectors of the community to witness this important milestone in the development of Hong Kong’s green building education. It also called on the society to actively participate in the Project’s activities, make the most of the free educational resources, and join hands to popularise and implement the concept of green building.
The ceremony was officiated by Dr CHENG Kam-chung, Eric, SBS, MH, OStJ, JP, Chairman of the ECF Committee, who was joined by Dr CHEUNG Tin-cheung, SBS, Chairman of the HKGBC. Supported by the ECF, the Project is built on three core features, including “Education for All”, “Flexible Participation” and “Stackable Learning”. The initiative aims to enable the public to conveniently acquire green building knowledge and obtain relevant credential, signifying a shift towards systematic and popularised green building education. It brings high-quality green building education to the public, thereby advancing Hong Kong’s sustainable development.
The Project commenced on 1 September 2025 and will run for a duration of two years. Since its inception, the HKGBC has successively held a diverse range of pilot activities to address the learning needs of various groups. These initiatives include Green Building Career Talks for secondary and tertiary students, Open-entry Green Building Foundation Certificate Courses and Green Building Tours for the general public, and Micro-credential Topical Courses tailored for industry practitioners. Most of these pilot activities have been filmed and uploaded to the HKGBC YouTube Channel, enabling open resource sharing and promoting self-directed learning for all.
Meanwhile, the thematic video “A Day in the Life of Green Building Practitioners” will be released in the near future. This video provides an authentic insight into the workplaces of green building careers, helping the younger generation understand the work nature and prospects of these careers. The HKGBC is committed to building a comprehensive resource library to provide a one-stop learning place for students, industry practitioners and anyone interested in green building. Those interested can watch the activity and training videos for free on the abovementioned HKGBC YouTube Channel.
Dr CHENG Kam-chung, Eric, SBS, MH, OStJ, JP, Chairman of the Environment and Conservation Fund Committee, remarked, “I would like to thank the HKGBC for launching the Green Building Education and Capacity Building Programme. The Project will offer free resources, educational activities, career guidance for secondary students and further education opportunities for tertiary students and practitioners, boosting public environmental awareness. Nurturing green building talent is vital for Hong Kong’s large-scale developments like the Northern Metropolis. I encourage the HKGBC to fully leverage the Environment and Conservation Fund’s support to embed green building concepts and to call for public support, and wish all participants a rewarding journey exploring green building”
Dr CHEUNG Tin-cheung, SBS, Chairman of the Hong Kong Green Building Council, expressed in his welcoming speech, “We would like to express our sincere gratitude to the Environment and Conservation Fund for their funding support of the two-year ‘Environment and Conservation Fund Green Building Education and Capacity Building Programmes’, which has enabled us to fully roll out this large-scale educational initiative. Since the commencement of the Project last September, we have delivered over 15 diverse courses and activities for industry practitioners, the general public and students, with a cumulative participation exceeding 4,000 individuals – a truly encouraging result. We will continue to collaborate with different stakeholders to advance green building education through the Project, nurturing more talents to support Hong Kong’s vision of becoming a liveable and carbon-neutral city.”
Ir Harry LAI Hon-chung, BBS, Executive Director of the Hong Kong Green Building Council, remarked in his closing speech, “The organising team, guests and trainers of the ‘Environment and Conservation Fund Green Building Education and Capacity Building Programmes’ are all fully dedicated and passionate about advancing green building education. We believe this initiative represents a crucial step in helping Hong Kong achieve carbon neutrality and become a greener, more liveable city. Through the Project, the HKGBC will accumulate valuable experience, build a collaborative network, establish a strong brand and reputation, and work hand in hand with different sectors to promote green building education in Hong Kong for the benefit of the community.”
Looking ahead, the HKGBC aims to continuously optimise its educational activities and enrich its learning resource platform, while strengthening collaboration with the government, industry and tertiary education institutions. It will provide more in-depth learning experiences for working professionals, the general public and students, nurture more outstanding green building talents, and further elevate the standards of green building in Hong Kong.

Funded by the Environment and Conservation Fund and organised by the Hong Kong Green Building Council, the two-year “Environment and Conservation Fund Green Building Education and Capacity Building Programmes” aims to provide quality training and education on green building for a diverse group of audiences. About the Environment and Conservation Fund
The Environment and Conservation Fund (ECF) is a statutory trust fund established in June 1994 under the ECF Ordinance (Cap. 450). From its establishment to 2012, the ECF received six government injections totalling about $1.7 billion to support local eligible organisations in implementing various environmental protection and nature conservation projects and activities. Later in 2013, the Government injected an additional $5 billion into the ECF as its long-term commitment, which serves as seed money to generate an investment return for sustained support for environmental protection and nature conservation projects in the community.
