First BEAM Plus Existing Buildings (Global Version) Certificate Presented – Strengthening Connectivity to Advance Belt and Road Low-carbon Development

The Hong Kong Green Building Council (HKGBC) and BEAM Society Limited (BSL) announced that the Djibouti Special Promotion Complex Project (SPC), owned and managed by China Merchants Shekou Holdings (CMSK), has attained the first-ever “BEAM Plus Existing Buildings (Global Version)” certification. This major milestone represents the successful overseas implementation of the Hong Kong-developed green building assessment tool, and injects new momentum into the sustainable development of the Belt and Road Initiative (BRI).

To celebrate this achievement, a sharing session was held on 16 June, attended by distinguished guests including Mr Nicholas HO Lik-chi, Commissioner for Belt & Road of the Belt and Road Office of the Government of the HKSAR, Ms Kathy CHIU Kam-hing, JP, Honorary Consul of Djibouti in Hong Kong, Mr Frankie FUNG Yiu-man, Principal Assistant Secretary (Project Capability and Strategy) of the Development Bureau of the Government of the HKSAR, Mr YU Zhiliang, Chief Financial Officer and Company Secretary of China Merchants Shekou Holdings, Mr Leo LI, General Manager of the Overseas Development Business Division of China Merchants Shekou Holdings, Dr CHEUNG Tin-cheung, SBS, Chairman of the HKGBC, Sr Frankie SO Hung-fai, Chairperson of BSL, Ir Harry LAI Hon-chung, BBS, Executive Director of the HKGBC, and Ir CS HO, Chief Executive Officer of BSL.

Throughout the certification process, SPC demonstrated exemplary low-carbon and sustainable development practices. These included strict adherence to green procurement policies, comprehensive ESG reporting mechanisms, systematic implementation of building maintenance plans, innovative water-saving strategies, the establishment of a comprehensive waste management system, enhancement of indoor air quality control and proactive use of renewable energy, along with other forward-thinking initiatives. These efforts not only enhanced building performance but also set a benchmark for sustainable development in BRI countries, positioning SPC as a successful overseas application of the BEAM Plus (Global Version) assessment tool.

Since the promotion initiative began in 2024, BEAM Plus (Global Version) has attracted over 30 project registrations outside Hong Kong, including in major cities such as Beijing, Shanghai, and Guangzhou. Its reach is steadily expanding into Southeast Asia and other Belt and Road regions, reflecting the tool’s growing global recognition and versatility. As one of the longest-established green building rating tools, BEAM Plus has been in operation since 1996, with nearly 9,000 registered buildings to date. Drawing on this rich breadth of experience, it provides a reliable third-party certification service to the global market.

The HKGBC and BSL will continue to promote the application of BEAM Plus beyond Hong Kong, leveraging Hong Kong’s role as a “super-connector” to foster global green building development and collaboratively build a sustainable future.

Exclusive Policy Luncheon 2025 – Financing Green Momentum: An Impactful Dialogue between Government and Industry Leaders

The sixth edition of the Policy Luncheon hosted by the Council on 17 June 2025 was a significant milestone in advancing green finance and sustainable development in Hong Kong’s built environment. We were privileged that Mr Christopher HUI, GBS, JP, Secretary for Financial Services and the Treasury, the Government of the HKSAR, graced the event as our Guest of Honour once again, following his inaugural participation at the same event in 2022. This exclusive gathering brought together C-level executives and top management from the HKGBC Platinum and Gold Patron Members, fostering a dynamic platform for high-level policy dialogue and insightful exchanges with the Government.

The Government, together with top management in attendance included representatives of Hong Kong’s leading developers, consultants, utility companies, suppliers and banking corporations, all contributing to a feast for thought on topics related to green finance and sustainability.

During the luncheon, Mr HUI emphasised that green buildings are a key cornerstone for achieving carbon neutrality, and highlighted Hong Kong’s leading position in the international green finance market. He shared several pivotal Government initiatives, including the “Government Sustainable Bond Programme”, and the “Green and Sustainable Finance Grant Scheme”, which aim to enhance building sustainability and reduce greenhouse gas emissions. He also encouraged greater participation in the “Pilot Green and Sustainable Finance Capacity Building Support Scheme” to support low-carbon and sustainable economic development through training. Mr HUI reaffirmed the Government’s commitment to accelerating Hong Kong’s low-carbon transition and high-quality development in partnership with industry stakeholders, making Hong Kong an international role model for green cities worldwide.

As always, this exclusive Policy Luncheon served as a valuable platform, directly connecting HKGBC Patron Members with the Government. It facilitated the exchange of forward-looking ideas, helped to unite the efforts of diverse sectors, and opened up exciting new possibilities for green finance and zero-carbon buildings.
