Climate Governance Engagement Workshop - Retrofitting Existing Buildings as Case Study

Strengthening climate governance requires more than policy ambition. It requires effective institutions, coordination, and implementation across sectors.

Co-organised by the Hong Kong Green Building Council (HKGBC), Business Environment Council (BEC) and The Hong Kong University of Science and Technology (HKUST), this engagement workshop invites participants to examine Hong Kong’s climate governance through a practical lens. Using the retrofitting of existing buildings as a case study, the workshop would apply HKUST’s 5-Pillar Model of Climate Governance to explore how Hong Kong can better frame policies to accelerate retrofits and build a viable retrofit market.

Discussion would focus on coordinating responsibilities across government, sequencing supply- and demand-side decarbonisation, strengthening oversight, and engaging stakeholders to support implementation at scale. Through structured stakeholder dialogue, participants would reflect on real-world challenges and opportunities, helping to identify lessons that can strengthen Hong Kong’s institutional capacity to implement climate and sustainability goals. Insights from this and other related workshops would inform a recommendation report to be released later this year, aimed at advancing more effective climate governance in Hong Kong.
