Ms Grace KWOK Director World Green Building Council & Hong Kong Green Building Council Grace is the Chairman and Executive Director of Allied Sustainability and Environmental Consultants Group Limited as well as the Chief Sustainability Strategist of AEC Capital. She is currently the Chairman of the HKSAR Environmental Campaign Committee, a member of the Advisory Council on the Environment, the Energy Advisory Committee and the Community Involvement Committee on Greening. Grace serves on the board and committees of various public and professional bodies, including CIC-ZCP, HKIQEP, HKGFA, GRESB, CRREM, USGBC and IWBI. She is the Vice-Chairman of HKGBC Sustainable Development Committee and one of the convenors of the HKGBC Climate Change Framework for Built Environment. Grace is the recipient of various local and international awards, including HKMA Sustainability Leader of the Year 2021, APEC Bio-Circular-Green Award 2023, WorldGBC Asia Pacific Leadership in Green Building Awards 2024 - Women in Green Building Leadership.
Grace has been involved in many green building and sustainable design projects in Hong Kong, China and across Asia-Pacific, acquiring vast professional experiences and regional insights. With a background in environmental engineering, she is a keen advocate for regenerative sustainability. Driven by a vision to shape a sustainable future for all, Grace facilitates collaboration through her work with environmental, building and construction, and finance sectors to build climate resilience and accelerate net-zero transition. |

Mr TSE Chin-wan, BBS, JP Secretary for Environment and Ecology The Government of the HKSAR Mr TSE joined the former Environmental Protection Agency in 1985 which was subsequently reorganised in 1986 to become the current Environmental Protection Department (EPD). Throughout the service with EPD, Mr TSE had taken up a wide range of duties at professional and senior managerial levels. He was appointed as a Deputy Director of Environmental Protection in 2013 and subsequently as the Under Secretary for the Environment in August 2017.
Mr TSE possesses a broad spectrum of experience in various areas of environmental protection, including law enforcement, computer modelling, environmental impact assessment and cross-boundary cooperation with the Mainland. During his tenure as the Under Secretary for the Environment, he helped spearhead the formulation of policies on air quality, waste management, climate actions and conservation. |

Mr Kevin CHOI, JP Permanent Secretary for Innovation, Technology and Industry The Government of the HKSAR Mr CHOI joined the Administrative Service in October 1997 and rose to the rank of Administrative Officer Staff Grade A1 in April 2026. He has served in various bureaux and departments, including the former Planning, Environment and Lands Bureau, the Food and Environmental Hygiene Department, the former Commerce, Industry and Technology Bureau (later reorganised as the Commerce and Economic Development Bureau), the Chief Executive's Office, the Development Bureau, the Civil Aviation Department, the former Transport and Housing Bureau and the former Food and Health Bureau (later reorganised as the Health Bureau). He served as Private Secretary to the Chief Executive from February 2023 to May 2024, Permanent Secretary, Chief Executive's Office from May 2024 to April 2025, and has been serving as Permanent Secretary for Transport and Logistics from April 2025 to October 2025. Mr CHOI has assumed the position of Permanent Secretary for Innovation, Technology and Industry since 27 October 2025. |
