Invitation for Expression of Interest (EoI) to Tender for the Research and Development of a
Green Building Product Labelling Scheme in HK
The purpose of this exercise is to invite consultants to express their interest in submitting a proposal on the research and development of a Green Building Product Labelling Scheme in Hong Kong and to devise the implementation strategies of the Scheme.
HKGBC
In 2009, four industry leaders united to establish the Hong Kong Green Building Council (HKGBC) – the Construction Industry Council (CIC), Business Environment Council (BEC), BEAM Society (BEAM) and Professional Green Building Council (PGBC). HKGBC is the leading body driving the promotion and creation of sustainable buildings and standards throughout the Hong Kong SAR, engaging community, industry and government to create a more sustainable environment. HKGBC is an independent and member-based entity, incorporated as a non-profit company limited by guarantee.
Objectives of the Project
The project aims to devise a Hong Kong based labelling scheme to certify low environmental impact building material, products and building services components. By providing consumers, industry stakeholders and policy makers a list of robustly assessed and certified green building products, the scheme will help stimulate both supply and demand for greener building materials and products. The project also aims to devise a strategic roadmap for the launch and future development of the green labelling scheme in the Hong Kong construction industry.
Scope of the Project
The project should include
- a research on the worldwide green labeling schemes and the international standards for building materials and products, as well as the identification of dominant building materials/products/building services components used in Hong Kong and their environmental impact; AND
- the development of a HK-based green building product labeling scheme. The research should take a life cycle assessment approach in evaluating the environmental impact of building materials, products and building services components.
The research should cover at least 20 types of materials/products and 20 building services components commonly used in the Hong Kong construction industry that contribute most to the life cycle environment impact. In addition to making reference to relevant overseas green building labelling systems, the study is intended to be carried out through stakeholders engagement exercise.
Based on the research, a HK-based labelling scheme which shall include a comprehensive set of environmental assessment guidelines for the dominant types of building materials, products and building services components as well as the assessment and certification process should be developed.
The labelling scheme shall comply with relevant international standards and is anticipated to provide input to the assessment of building materials and products in future versions of BEAM Plus.
Deliverables
The project will be rolled out in 3 stages and the following deliverables will be expected:
Stage 1: Research into worldwide green building material and product labelling schemes will be undertaken plus engagement with industry stakeholders. A report on the findings together with the international standards for building materials and products, and proposed framework for HK’s scheme shall be submitted to HKGBC by the end of 2011.
Stage 2: A database of dominant types of building materials, products and building services components in Hong Kong and their environment impact together with the recommendation on the details of the HK-based green building product labelling scheme including the material categories, a set of HK-based environmental assessment guidelines for certifying low environmental impact building materials and products and building services components, and the certification process shall be provided to HKGBC by the end of August 2012.
Stage 3: A list of strategies and measures for the implementation of the green labelling scheme in the Hong Kong construction industry shall be formulated and submitted to HKGBC by the end of 2012.
The project will be steered and overseen by a task force of HKGBC advisors, with project management by the HKGBC Secretariat.
Pre-qualification Requirement
Consultants complying with the following minimum requirements will be considered for pre-qualification:
- History of establishment: established locally at least 3 years; AND
- Experience in research and stakeholder engagement exercise, relating to environmental assessment of building materials and products within the last five years; AND
- A competent team with relevant working experiences in green building product labeling and related issues (local/overseas). The involvement of BEAM Professionals (BEAM Pro) in the proposed team is preferred.

Any parties interested in this project are invited to submit their expression of interest including their company information with details key personnel and relevant job reference (both local and overseas) in a maximum of four A4 pages (supplementary materials can be supplied as appendices) by hand to the following address before 6:00pm on Monday, 15 August 2011.
